Paste a ledger or try the sample

You will see which micro and small supplier bills were paid late, what is disallowed for the year and the interest due.

Do this automatically from your books: Charter AI bookkeeping and Tally export.

Charter books purchase bills from the documents you upload, tracks MSME supplier due dates as you go and exports to Tally, so the 43B(h) figure is ready at year end.

How this is worked out

  • Each bill's last day to pay is 15 days from acceptance, or the days agreed in writing up to 45. With no acceptance date, the bill date is used.
  • Only micro and small suppliers that manufacture or render services are tested. Medium suppliers, traders and unknown categories are shown as not covered.
  • A bill unpaid at year end, or paid after its due date, is disallowed for the year and allowed in the year it is paid. A bill unpaid at year end whose due date is still ahead is shown as at risk.
  • Section 16 interest compounds monthly at three times the RBI bank rate, using the rate table below. Each late payment accrues separately.
  • All amounts are worked out in paise, never rounded through decimals.
Assumptions (11)
  • Only micro and small enterprise suppliers are covered (MSMED Act s.2(n), s.15). Medium enterprises and vendors with an unknown category are not tested.
  • Pure traders are not covered: s.2(e) defines an enterprise as a manufacturer or service provider, and the Office of DC (MSME) has said retail and wholesale traders on Udyam get priority sector lending only. A vendor whose type is unknown is tested, with a warning.
  • The vendor held a valid Udyam registration on the date of supply. Charter does not check registration dates.
  • With no acceptance date, the invoice date is taken as the day of acceptance (deemed acceptance is the day of actual delivery or rendering of service when there is no written objection within 15 days). Use the delivery date where it differs.
  • A written agreement sets the period only if the agreed days are provided; the period is then capped at 45 days. Without an agreement, the last day to pay is 15 days after acceptance.
  • The deduction stays in the year the invoice is booked only if the sum is paid within the s.15 time limit, or is paid before year end. An amount outstanding at year end and not paid by its due date (even when the due date falls after year end) is disallowed for that year and allowed in the year of actual payment. An amount unpaid at year end whose due date is still ahead on the as-on date is shown as at risk, not disallowed.
  • The invoice belongs to the financial year that contains its invoice date.
  • Payments are applied to the invoice principal in date order. No interest is assumed to have been paid or waived. Each late tranche accrues s.16 interest separately from the day after the due date to its payment date; unpaid amounts accrue to the as-on date.
  • s.16 does not say on which date the bank rate is read. By default the rate in force on the first day of interest is used for the whole period; the 'each month' option reads the rate at the start of each monthly rest.
  • Monthly rests fall on monthly anniversaries of the due date; a part-month at the end is simple interest at 3 x rate x days / 365.
  • s.16 interest is shown for information. It is a liability to the supplier, not a tax deduction.

Questions CAs ask

Which suppliers does section 43B(h) cover?
Micro and small enterprises registered under the MSMED Act that manufacture goods or render services. Medium enterprises are not covered, and the Office of the DC (MSME) has said retail and wholesale traders on Udyam are outside the delayed payment provisions.
What is the time limit for paying an MSME supplier?
Under section 15 of the MSMED Act: the date agreed in writing, which cannot be more than 45 days from the day of acceptance, or 15 days from acceptance where there is no written agreement.
If I pay late, is the expense lost for good?
No. Section 43B(h) moves the deduction to the year in which you actually pay. An amount outstanding at year end and not paid within the time limit is disallowed for that year and allowed in the year of payment. The checker shows both figures.
How is the section 16 interest worked out?
Compound interest with monthly rests at three times the RBI bank rate, from the day after the due date to the date of payment, or to the as-on date for unpaid amounts. The rate table and its RBI sources are listed on this page. The interest is owed to the supplier and is not a tax deduction.
Is my ledger uploaded anywhere?
No. The file is read and checked in your browser. Nothing is sent to Charter AI or stored, and the page works the same if you go offline after it loads.
